BluetoothRemoteGATTDescriptor: readValue() method

The
BluetoothRemoteGATTDescriptor.readValue()
method returns a Promise that resolves to
an ArrayBuffer holding a duplicate of the value property if
it is available and supported. Otherwise it throws an error.
